Cybersecurity Skills Needs Analysis in Estonia

In recent years, Estonia has experienced significant developments in its cybersecurity landscape. The Needs Analysis report from CyberHub Estonia, identifies the gaps in cybersecurity skills and roles within the country, informing the development of a tailored Cybersecurity Skills Strategy. Despite significant progress, a stark mismatch exists between the demand for skilled professionals and the current workforce supply. This issue is particularly pressing for small to medium-sized enterprises (SMEs), which often require IT professionals to fill multiple roles.

High-demand positions include penetration testers, cybersecurity implementers, and incident responders, with a focus on enhancing education and training programs to align with industry needs. National initiatives are underway to upskill current professionals and attract international talent, although challenges remain in aligning academic curricula with market demands. To maintain its leadership in cybersecurity, Estonia must continue investing in education and innovation, fostering collaboration among government, academia, and industry to develop a workforce capable of tackling sophisticated cyber threats.
