Cybersecurity Skills Strategy: Lithuania

The Cybersecurity Skills Strategy conducted by CyberHub Lithuania aims to develop a highly skilled and adaptable cybersecurity workforce to address both current and future challenges. The strategy highlights two key issues: the shortage of professionals and the demand for versatile specialists who can cover multiple roles as defined by ENISA.

To bridge these gaps, the strategy focuses on enhancing education and training, fostering public-private collaboration, and raising cybersecurity awareness. It proposes modernised training programmes, practical skill development, and international certification opportunities, ensuring Lithuania’s professionals remain globally competitive.

Aligned with the EU Cybersecurity Strategy, the NIS2 Directive, and Lithuania’s National Cybersecurity Strategy, the document integrates findings from the Cybersecurity Skills Mismatches Analysis published in November 2024. It identifies key market needs, particularly for CISOs, security managers, and incident response specialists, while emphasising the importance of management, legal, and communication skills alongside technical expertise.

By strengthening collaboration between educational institutions, businesses, and the public sector, Lithuania seeks to build a resilient cybersecurity ecosystem that meets market demands and enhances national security.
